But an increasingly decisive determinant of that competition lies outside of higher-education institutions’ control: immigration policy. As governments around the world tighten or ease access to foreign workers, they reshape where talent flows, where universities recruit, and, ultimately, which organizations and systems compete globally.

In the UK and the US, new rules capping and slowing student visas—and escalating constraints such as the UK’s tightened Basic Compliance Assessment (BCA) regime—have driven a marked decline in international enrollment. The US Institute of International Education reports that new international enrollment fell by 17% year-over-year in fall 2025, with a further decline expected in 2026. In the UK, HESA data show a 6% decline in 2024 and 2025, while some institutions have suspended recruitment from entire countries to maintain compliance.

Chinese outbound numbers have hit a decade-low—around 570,000 in 2025, roughly a fifth below their 2019 peak—according to China’s Ministry of Education. This reflects not only the growing strength of Chinese universities and transnational education but also the increasingly restrictive and uncertain environments created by English-speaking countries.

Not just the UK and the US

These trends extend beyond the UK and the US, reflecting broader tensions between increasingly restrictive immigration policies and the internationalization of higher education. Governments that spent decades promoting student mobility as an economic and soft power asset now treat it as a migration problem.

Others are watching. As mobility rises globally, Germany and France have invested heavily in international talent and English-taught programs; Hong Kong has benefited from declining UK–US numbers of international students through faster, more welcoming visa routes; and Ireland, Japan, and Singapore are positioning themselves as more predictable and desirable destinations for students and professors alike.

Why this is a management problem

Why does this matter? Because immigration policy has become part of the competitive infrastructure of higher education. Universities compete for talent, but governments increasingly set the terms of that competition—and the reputational and financial consequences are direct and potentially devastating for cash-strapped universities. International tuition fees underpin many institutions’ balance sheets, cross-subsidizing research, innovation, and domestic teaching. When these revenues fall, so do academic and support posts, and those who remain must do more with less.

Meanwhile, academic talent relocates to where visa systems and processes are more predictable and navigable. A university’s rankings, research output, and global reach increasingly depend not only on its leaders but also on its country’s immigration officials. Therefore, immigration policy can no longer be treated by higher-education institutions’ international offices as merely an administrative concern; it is now a strategic variable that affects the long-term financial viability of universities. Every major shift in immigration policy reshapes part of higher-education policy, and the institutions that recognize this quickly may well shape the geography and economics of global higher education over the next decade.

By Matteo Cristofaro, Kate Black, and Salvatore Moccia Universities like to describe themselves as global institutions competing worldwide for the best students, faculty, and researchers.
