The Trump administration\u2019s immigration<\/a> policies have triggered a sharp contraction across US tourism and higher education sectors. They have led to billions of dollars in lost tourism revenue, unprecedented mass visa revocations and application delays, and a drop in international student enrollment. Driven by sweeping travel bans, heightened border enforcement, and administrative visa freezes, the Trump administration\u2019s restrictive measures have created a powerful chilling effect that critics argue has damaged America\u2019s reputation and global competitive edge and destabilized industries heavily reliant on international travelers, businesspeople, students, and consumers.<\/p>\n

According to Academy of Management Scholar Jeffrey Pfeffer<\/a> of Stanford University, the US was built on immigration<\/a>, and its economy depends on it.<\/p>\n

\u201cI don\u2019t see anybody in the Trump administration worried about this, but the Academy of Management Annual Meeting in Philadelphia reflects a lot of this\u2014I\u2019m told that attendance was down compared to the previous year\u2019s Annual Meeting in Copenhagen, which smashed attendance records,\u201d Pfeffer said, \u201cWhen I made a post about the fact that the Academy has decided to move its meetings out of the United States for at least the next four years, there were responses to that LinkedIn post<\/a> from people who said, \u2018These are, of course, academics\u2014we\u2019re not talking about terrorists\u2014these are academics who said, \u201cI could not get a visa to come to the United States for this meeting.\u201d\u2019<\/p>\n

\u201cA few people boycotted the meeting, but some people who wanted to come could not get in or were worried they wouldn\u2019t be able to get in or would get hassled at the airport,\u201d he said. \u201cSo, the Academy meetings were smaller, which is one of the reasons why I think the Academy has decided, and I think very sensibly, to move future meetings to Europe and Canada. Because we are an international organization, the community of management scholars is an international community, and therefore we ought to be in places that welcome visitors\u2014let alone immigrants\u2014from around the world.<\/p>\n

\u201cForget immigrants\u2014we don\u2019t even welcome visitors who want to come here and spend money, so the percentage of international students that universities are admitting\u2014the number of students from abroad going to US colleges\u2014has gone down considerably, which has, by the way, hurt the finances of many of these colleges and universities. The number of people coming to conferences has gone down in the US, which is hurting the tourism industry.\u201d<\/p>\n

These sharp drops in international enrollment have triggered financial strain across American higher education, forcing both public universities and elite private institutions to confront massive operating deficits. Because foreign students typically pay full tuition, their absence has erased a vital revenue stream that long subsidized domestic operations, prompting widespread program cuts, faculty layoffs, and hiring freezes. As campuses nationwide adapt to a projected loss of over 100,000 international scholars, administrators are left scrambling to restructure budgets and find alternative funding sources to stabilize their institutions.<\/p>\n

\u201cAside from the fact that some universities really depend on that revenue from foreign students, enrolling international students has a huge profit margin,\u201d Pfeffer said. \u201cTypically, they would not get financial aid, as opposed to domestic students who might get more financial aid, so it\u2019s a real cash cow.<\/p>\n

\u201cThese international students are crucial for many colleges and universities,\u201d he said. \u201cAnd then, in addition, it\u2019s not just business travel for meetings and conferences that\u2019s taking a hit, but also tourism\u2014just regular tourism is taking a huge hit\u2014restaurants, hotels, and hospitality and all of the stuff related to travel.\u201d<\/p>\n

As another example, Pfeffer cited the limited economic benefits that some US host cities realized from the 2026 World Cup.<\/p>\n

\u201cThis was evident in the World Cup\u2014one of the articles about the World Cup noted that many of the cities that hosted games in the United States did not experience a tourism boom to the extent that they had expected and counted on, and the hotels in those cities did not get the number of visitors that they had expected, in part because this does not look like a very welcoming country,\u201d he said.<\/p>\n
